Dear Mr Rollason

Thank you for your letter concerning the introduction of parking charges at Exmouth Community Hospital. I consider it is totally wrong to introduce parking charges in this hospital car park for the following reasons.

  1. Exmouth Community Hospital and Health Centre provides an excellent range of services for many patients from a wide area not just Exmouth due to the X Ray dept, physiotherapy, hearing, transfusion services etc. Therefore it provides for a population of over 45000.       
  2. Exmouth Hospital site is not well serviced by public transport from Exmouth and the surrounding area. Many staff have to use their cars for their work in the community. Many staff would not be able to use public transport to work as it is inadequate for the shift patterns eg. Woodbury only has a bus until 3.30pm.
  3. The surrounding streets are very congested by hospital and health centre staff in addition to patients because the car park is too small. There is not a residents parking scheme. They have been asked but they do not wish to pay the annual permit charge.
  4. The hospital site is located at the top of a hill making it very difficult for many patients and staff to walk.
  5. What happens about taxis and the voluntary car services that have to wait for patients as they cannot access public transport due to mobility problems or no service.

My personal view is that the PCT should seek to replace the hospital and health centre during the next 20 years north of Dinan Way (the current site can be used for affordable housing). I hope the PCT is putting this forward during the Local Development Framework discussions now taking place by EDDC that ends on 13 February 2009. Exmouth will have to expand as there are over 2500 students in Exmouth Community College and over 1194 households on the EDDC housing register for Exmouth with a further 393 for the surrounding area.
