Exmouth Town Council agrees 'Blue Print' Vision Feb 08
TOWN CENTRE BLUEPRINT 2008-2011
In light of the grave economic cost to Exmouth that will occur at the cessation of activity at the Rolle Campus and the additional pressure on infrastructure that will be caused by the central Government’s demand for increased housing in the Exmouth area, Exmouth Town Council resolves to work in partnership with EDDC and DCC to stimulate investment in and achieve enhancement of the Town Centre, by working in compliance of the Exmouth Town Centre Blueprint 2008-2011.
AIMS
To provide much needed economic investment in the Town Centre
To dramatically improve the infrastructure of what is now one of Devon’s largest towns.
To retain an enhanced Magnolia Centre as the major focal point of the town and will provide high quality local and regional food producers alongside an improved range of comparison shopping.
To build Exmouth’s regional and national reputation as a town of excellence focusing on the arts, leisure and the environment.
Phase 1-
Work in Partnership with EDDC & DCC to provide an aesthetically significant and environmentally sympathetic development of outstanding quality on the site of the current Sports Centre/Bus Station/Lorry Park to include the provision of:-
A modern and fit for purpose library and community centre.
A new sports centre with appropriate swimming facilities
An improved transport interchange to link the train, bus and cycle networks close to the town centre. Consideration of pedestrian access from transport interchange to the proposed visitors centre must be given. A site for Exmouth and District Community Transport Group to house the development of a Shopmobility scheme, to provide the vital last link in the transport chain for persons with temporary or permanent mobility difficulties.
A supermarket which improves competition in the family food market, broadens the retail base and complements the retail offer of the town centre and attracts significantly greater foot fall towards the town centre.
Additional high quality retail outlets.
An area of Estuary Front pedestrianisation- to enhance the enjoyment of the waterside for both residents and visitors.
Other facilities deemed appropriate, beneficial and fiscally viable by Exmouth Town Council, EDDC, DCC and the residents of Exmouth as highlighted during the development and consultation process.
The Exmouth Visitor Centre Trust is also an important partner in respect of the proposed Exmouth Interpretation Centre.
Phase 2 a
To enhance the Strand –
Improving its aesthetic appeal by creating a Piazza which will from an active public space for public events, arts and leisure.
To make it the key link between Phase 1 and Phase 3- thus increasing the cohesiveness of the town centre.
Phase 2 b
To identify a suitable site for a multi-storey car park near to the London Inn Car Park.
To work with the necessary partners to develop the London Inn Car Park as an extension of the Magnolia Centre, a development which will specifically increase the provision of comparison shopping within the town.
Phase 3
To work with the necessary partners to enhance and possibly develop specific areas of the Magnolia Centre and give it a unique regional shopping identity – with the primary aims being -
- To promote local and regional food producers
- Increase the standard of comparison shopping, in particular to promote independent and niche stores.
- To locate within any new development of the London Inn Car Park an area designated to become a ‘Town Square and Performance Venue’, which will become an important venue for the annual Exmouth Festival and will enable the arts, culture and music to become a regular part of the town centre’s appeal.
