· EDDC as planning authority met with Plymouth University Agents to discuss having one planning brief for all 13 sites including having the main campus for education. This would mean having one 106 agreement to be negotiated on playing space and affordable housing etc. EDDC wished to have playing fields for community/Exmouth Community College use.
· This has not been pursued as Plymouth University decided to sell each site individually.
· I believe in Education for all.
· We have to plan for the future – 5 years or 10 years etc. Exmouth and the learning community area will have more development as we have over 800 households on our housing register for Exmouth alone. Where will we educate them ? DCC need to be part of the Local Development Framework process.
· Many people during the recession have been made redundant or need to return to work for financial reasons and they need to retrain – where?
· We have people who are using the Open University where will they access their mentors, research etc. ?
· Many students have to travel to Exeter College and Petroc in Tiverton to access specific courses – why can they not be provided in Exmouth ?
· I believe this could be an ‘open education establishment’ for post 16 and adults being educated together for mutual benefit.
· The reference library could be moved to the site freeing up space in the Town Centre lending library.
· The Coffee bar could be a useful networking space.
Questions concerning Exmouth Community College.
1. We have never known if DCC had strategy for education for the next 20 years. Exmouth CC has asked several times to no avail.
2. Exmouth Community College works and has good results. Exmouth does not support it being split. This is because it can offer a wide choice for students and has a post 16. The people of Exmouth support the College.
3. What are the proposals for those students who have now stay in education up to 18 years. This increases the numbers for ECC. Obviously they will not be behind desks in classrooms.
4. Will DCC support leasing/purchasing another building in Exmouth as a 'skills for work' resource. Bricklaying, hairdressing, complimentary therapy, gardening, electrical engineering etc.
5. ECC already works closely with Bicton - will this be better resourced and allowed to increase?
6. Can Bicton provide the resource ?
7. DCC Transport costs for those who have to train 'off site'?
8. Exmouth CC revenue costs ? Now paying some transport costs from school budget share.
9. The essential of Rolle was to reduce the number of students having to commute to Exeter College - reducing travelling (Carbon Footprint etc)
10. Is DCC proposing to change the catchment area of ECC therefore change the learning community ?
11. ECC needs resolution as regards the Gipsy Lane land. ECC requires it to expand or change format of buildings, and play space etc.
